Everyone is entitled to all the rights and freedoms …., without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status….

People living with HIV; people with TB; drug users; sex workers; men having sex with men and trans*people cannot be limited either by law or by existing practices in the country, or by an arbitrary decision of officials in the possibility of exercising any rights enshrined in this Declaration in comparison with other people because of their belonging to a certain vulnerable group. They have the right to equal provision of their rights enshrined in the Declaration in the form and scope recognized by the international democratic community in any country that has signed the Declaration.
