Article 9

No one shall be subjected to arbitrary arrest, detention or exile.

People living with HIV; people with TB; drug users; sex workers; men having sex with men and trans*people must not be subjected to unnecessary detention by the police only based on their belonging to vulnerable groups. Their freedom can be restricted only on the legal basis and in line with the legally established procedures.

Key group representatives cannot be arrested and brought to the police department without any legal grounds. This is also applicable to the cases of detaining OST patients carrying OST drugs, with all the necessary authorization documents at hand.
