All are equal before the law and are entitled without any discrimination to equal protection of the law…

People living with HIV; people with TB; drug users; sex workers; men having sex with men and trans*people cannot be restricted in their right to report to the police, appeal to court or to the prosecutor’s office or other public authorities for protection against violation of their rights. The authorities must not refuse to accept the claim, investigate the violation or prevent the violation of rights upon such an appeal because the claimant belongs to a vulnerable group. The state must secure the protection of key communities from discrimination if their rights are violated by discriminatory attitude.
