Any arbitrary acts by the police are illegal. However, in the issues of drug control, the police mandate is de facto unlimited. This can be frequently noticed in the way the police act towards young people visiting night clubs, open-air concerts and music fests. People living with HIV; people with TB; drug users; sex workers; men having sex with men and trans*people have the right for creative expression, including the freedom to participate in the cultural life without any discrimination based on their status.
