Article 28

Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized

People living with HIV; people affected by TB; drug users; sex workers; men having sex with men and trans*people are entitled to demand from the governments of the states that have ratified the Declaration, their rights. In absence of the regulatory framework to secure their rights, they are entitled to demand inclusion of relevant provisions in the national legal framework and their operationalization. The governments of the countries that have ratified the Declaration, must take all the measures necessary to implement the Declaration and respect its guarantees.
